UTAH PROPERTY TAX & EQUALIZATION FAQ

STATUTORY REFERENCE
What is the statutory deadline to appeal property taxes in Utah? +
The resolved statutory filing deadline for Utah is September 15, 2027 (or 45 days after valuation notice is mailed). Initial local reviews are filed with the County Board of Equalization (CBOE), with administrative escalation to the Utah State Tax Commission (USTC) / District Court.
How is residential property assessed in Utah? +
Under Utah law, residential real property is assessed at 55% of fair market value (and commercial property at 100%). Equal and uniform taxation across properties is protected under Utah Const. art. XIII, § 2 ("All tangible property in the State... shall be assessed at a uniform and equal rate in proportion to its value in money").
How does Truth-in-Taxation work during Utah county reappraisals? +
Under Utah Code Ann. § 59-2-924 (Certified Tax Rate calculation formula and Truth in Taxation public hearing mandate), when a county completes a reappraisal cycle (Annual assessment with 5-year cyclical physical inspection under Utah Code § 59-2-303.1), the taxing authority must calculate a certified revenue-neutral tax rate so the reappraisal itself does not automatically create an unadvertised windfall tax increase.
